Trifecta welcomes the Utilities Access Act 2010

Trifecta Global Infrastructure Solutions (Trifecta) welcomes the news that the Utilities Access Act 2010 and its supporting legislation the Infrastructure (Amendments Relating to Utilities Access) Act 2010 and New Zealand Railways Corporation Amendment Bill 2010 (Utilities Access Act) all passed their third reading in parliament last week and Royal Assent was formally given on August 5th.

All three Acts came into immediate effect with the express purpose to:

  1. Require utility operators and corridor managers to comply with a national code of practice that regulates access to transport corridors;
  2. Amend a variety of Acts relating to utility operators’ access to transport corridors in order to achieve greater certainty and consistency in the rights and obligations of utility operators and corridor managers.

The National Code of Practice for Utilities’ Access to the Transport Corridors encoded into the Act was prepared by the New Zealand Utility Access Group (NZUAG) with the intention of enabling access by utility operators to transport corridors to be managed in a way that:

  1. Maximises the benefit to the public while ensuring that all utility operators are treated fairly;
  2. Ensures that disruptions to roads, motorways, and railways caused by work by utility operators are kept to a minimum, while maintaining safety;
  3. Provides a nationally consistent approach to managing access to transport corridors.

The Trifecta T3 spatial workflow solution has been specifically developed to address the co-ordination of activities between corridor managers and utility operators such as those described within the Act. Further, T3 is the only software solution currently on the market that enables clients to confidently declare their compliance with all aspects of the Code of Practise and now the Act.

T3 provides a single map based internet portal in which enables:

  • Greater co-ordination of capital and operations works planning;
  • Significantly reduced levels of disruption to local infrastructure and the associated economy;
  • Improved efficiencies of workflow and planning;
  • Increased protection and longevity of infrastructure assets;
  • Long term savings to rate and taxpayers.

Palmerston North City Council, our first site, have processed over 1000 Corridor Access Requests in the 15 months since their deployment and estimate that they have gained efficiencies of over 80% compared to their previous paper based system. The result is that work conflicts are more readily identified, staff are able to spend more time in the field working alongside contractors and ratepayers are seeing a greatly reduced level of disruption in and around the transport corridor.
